Quebec Immigration Update – PEQ Suspended, PSTQ to Resume

Quebec Immigration Update – PEQ Suspended, PSTQ to Resume (As of June 5, 2025)

The Quebec Ministry of Immigration (MIFI) has announced major updates that impact two key immigration programs: the PEQ (Programme de l’expérience québécoise) and the PSTQ (Programme de sélection des travailleurs qualifiés).


As of June 5, 2025, both PEQ streams are temporarily closed:

  • PEQ – Graduate Stream: The suspension has been extended until November 30, 2025.
  • PEQ – Worker Stream: Unexpectedly, this stream has also been suspended, effective immediately, until November 30, 2025.

This news is especially disappointing for those who were preparing to apply under the PEQ – Worker Stream in the near future.


There is some encouraging news — the PSTQ (Skilled Worker Selection Program), which had been temporarily on hold, is set to reopen. Invitations will gradually resume starting July 1, 2025. The program has been restructured, and we’ll share detailed updates in our next blog post.


  • Candidates already living in Quebec will be prioritized.
  • Those who have studied or worked in regions outside of Montreal will receive additional consideration.
  • Applicants currently living in Montreal must either score very high or work in designated high-demand occupations to have a competitive profile.

The PSTQ (Programme de sélection des travailleurs qualifiés) is a Quebec immigration program based on a points system. It evaluates candidates using several criteria, including:

  • Age
  • Education
  • Work experience
  • Region of residence in Quebec
  • French language proficiency
  • Quebec experience (work or study)
  • Employer sponsorship (if applicable)

This is a competitive program, and careful, strategic preparation is essential. We will soon publish a detailed blog post to walk you through the application process and help you strengthen your profile for the best chance of success.
